Sheikh Khalifa Establishes National Defence College

President His Highness Shaikh Khalifa bin Zayed Al Nahyan has issued a federal law establishing a college of national defense to prepare and train military and civil leaders capable of defining challenges facing national, regional and international security.

According to Federal Law No 1 of 2012, the College of National Defense, which will report directly to the General Command of the UAE Armed Forces, will be headquartered in Abu Dhabi.

The new college will be managed by a supreme board under the chairmanship of the Deputy Supreme Commander of the UAE Armed Forces.

It will be responsible for preparing and qualifying military and civil leaders capable of defining and assessing national, regional and international security challenges and apprehend the fundamentals and requirements for the best management of state resources for the protection of national interests.

The college will give master’s and doctoral degrees in strategic and security studies, or any other certificates decided to be introduced in the future.

The college will have an independent annual budget under the Armed Forces’ budget as defined by the Deputy Supreme Commander of the UAE Armed Forces.

The college’s supreme board will be tasked with approving strategic plans for preparing and qualifying civil and military leaderships, drawing up the college’s general policy with regard to admission and registration and defining strategic priorities as well as national, regional and international security-related issues.

It will be responsible for attestation of final results and certificates of graduate students, reviewing and approving the annual budgets of the college, and sending invitations and accepting students from other countries.

The board will also define vacant seats for students based on the Armed Forces’ needs, study suggestions and recommendations submitted by the college’s board and issue the necessary directives regarding them.

It will have the mandate to review and approve draft agreements and memorandums of understanding with educational and research institutions in the country and abroad, to implement educational and training programmes.

The board is also responsible for reviewing and approving annual scientific, training and financial reports submitted by the college.

The supreme board of the college convenes once a year upon an invitation by its chairman or deputy chairman and also when necessary. The meeting will not be considered legally valid unless there are at least six members, including the chairman or his deputy, present at the meeting to satisfy the quorum.

The board mandates the college to seek assistance from consultants and experts it deems suitable to seek their technical and scientific experience.

The Deputy Supreme Commander of the UAE Armed Forces will issue the statute of the college and bylaws of the provisions of this law.

The decree shall be implemented by the relevant authorities, and is to be published in the official gazette.
