Shaikh Khalifa Sets Up National Defence College

The President, His Highness Shaikh Khalifa bin Zayed bin Sultan Al Nahyan, has issued a decree establishing a ‘National Defense College.’

The college, to be affiliated to the General Command of the Armed Forces, will be based in Abu Dhabi city and will specialize in preparing and qualifying the military and civilian leadership, states the decree containing the Federal Law No.1/Year 2012.

The college will also identify and assess the challenges facing the national, regional and international security and will study the principles and requirements for managing and employing the state’s resources in order to protect national interests.

Article 2 of the decree stipulates the formation of a Supreme Council for the National Defense College with the Deputy Supreme Commander of the UAE Armed Forces as its chairman, and the Minister of Interior, the Minister of Foreign Affairs, the Minister of Higher Education and Scientific Research, the Minister of Cabinet Affairs, the National Security Adviser, the Chief of Staff of the Armed Forces, the Secretary-General of the Supreme National Security Council, the Director-General of the Emirates Center for Strategic Studies and Research and the Commander of the National Defense College as members.

The Deputy Commander of the National Defense College will be the rapporteur of the Council.

Article 3 defines the terms of reference of the Supreme Council of the National Defense College. These include the ratification of strategic plans to prepare and qualify military and civilian leaders and the adoption of regulations, curricula and the educational and training programmes and plans developed in accordance with the educational policy of the college.

The Council will also ratify the general policy of the college regarding admission and registration and will determine the strategic priorities and issues of national, regional and  international security. 

Senior military officers and officials hailed the establishment of the National Defense College as a strategic decision which fulfills the demands of the Armed Forces and serves the higher interests of the state and elevates military education to the highest level.

Lieutenant-General Obaid Mohammed Al Ka’abi, Undersecretary of Defense Ministry said “the establishment of the college, which was among the Armed Forces’ plans approved several years ago. We are proud of the birth of this huge scientific monument”.

He described the college as the top national institute for military, security and strategic studies, which will work on the unification of strategic concepts of military and civilian students who will be prepared to counter challenges and threats to national security and to find solutions to them as part of a comprehensive outlook that takes all political, military, security, social and economic aspects into account,” he added.

He expressed hope that this national project “will be launched on solid national and scientific foundations to eventually serve the national security and strategy and fulfill the aspirations of our top leadership”.

For his part, Lt.-Gen. Hamad Mohammed Thani Al Rumaithi, Chief of Staff of the UAE Armed Forces said the prudent leadership realized that it is time to complete the educational monuments of the Armed Forces with the establishment of this unique scientific college to prepare future leaderships and conduct advanced studies and researches on defense, security and strategic planning to achieve the state’s higher strategic goals of protecting its national security.
