The Case for Efficiency and Innovation

While referring to the UAE’s wise leadership, under President His Highness Sheikh Khalifa bin Zayed Al Nahyan (may God protect him), characterized by limitless ambitions and expectations, one must remember that this isn’t an isolated phenomenon but is the result of policies and programs of its government. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, reiterated this during the launch of the Mohammed Bin Rashid Center for Government Innovation day before yesterday. Reflecting on the UAE government’s ranking, as most efficient in the world by International Institute for Management Development, Switzerland, His Highness said that the government now aims to be most innovative as well.
This shows the position the UAE’s wise leadership aspires for the country to acquire at a global stage, in particular, and in the field of development, in general. This is characterized by excellence and is based on a clear vision of development, forward-looking approach, hard work and optimal exploitation of human and material resources. The statement made by His Highness Sheikh Mohammed bin Rashid Al Maktoum reflects the UAE’s comprehensive approach toward promoting innovation and achieving excellence through it. As His Highness himself pointed out, this is based on several factors.
Generating ideas is not an individual or random act but an institutional work that follows rules and regulations and has institutions attached to it. One of the basic features of the UAE’s development experience has been its emphasis on the importance of teamwork through institutions that are in a position to mobilize efforts and resources and to ensure that work is sustainable in achieving the desired objectives. Moreover, innovation is the basis of excellence in government work.
“Winning the competitiveness race and delivering strong government do not depend on money or resources. It is ideas that make the difference,” His Highness Sheikh Mohammed bin Rashid Al Maktoum said. The UAE follows this basic principle wherein ideas are the basis of progress and development relies not on money alone, but on innovation and excellence-based management. A culture of excellence has been inculcated in various UAE institutions in order to promote innovation. The ultimate goal is to make innovation a common practice in the government sector and a well-entrenched culture.
His Highness Sheikh Mohammed bin Rashid Al Maktoum said that innovation is a continuous need for institutions to keep abreast of developments and to handle them efficiently. The UAE recognized the importance of innovation, creativity and unconventional ideas very early and utilized them to achieve a real and remarkable development. The UAE has taken several initiatives in this regard. The country continues to work toward a knowledge-based economy and its major achievements have been recognized by international institutions.
