Strategy for the Future

The Federal Strategy—announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, in the presence of the UAE President, His Highness Sheikh Khalifa bin Zayed Al Nahyan—represents a historic leap for the UAE and symbolizes the empowerment phase, declared by the President as the main approach of the national endeavor for the future. The phase seeks to improve the standard of living of UAE nationals, increases their participation in the public affairs and considers them the means as well as the goal of development plans and strategies.

The most important aspect of this strategy is that it is comprehensive, ambitious and detailed in nature, and covers six main sectors and addresses 21 subjects. Moreover, it defines national responsibilities for everyone, including the government, the private sector, and the UAE nationals, which must be undertaken for the progress and prosperity of the nation and for realizing its future development. The strategy is also based on extensive study in which several specialized ministerial teams have participated for several months. Therefore, it is more of a specialized scientific strategy and not just a broad guideline. It includes several important principles that encapsulate the philosophy of governance, leadership, and management in the UAE. The most important of these principles include the consolidation of cooperation among federal and local authorities for the better investment of resources and powers, activating the organizational role and stipulating policies in the various ministries, developing human resources and efficient emiratization, developing qualified leadership and conferring upon ministries more independence in the management of their work.

As the preparation of this ambitious, comprehensive, and sound strategy is considered an outstanding achievement, which has seen the light only after considerable efforts and wise policies, the announcement of the strategy represents the threshold for a new phase of sincere and concerted efforts. Hence, the importance of the call made by the President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, to all nationals for supporting the government in realizing the provisions of this Strategy. In addition, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, was clear when he concluded his presentation on the strategy by saying that the measure of the worth of the strategy does not lie in laying down documents and plans, but implementing them.

The federal strategy, in addition to expressing the ambition of a nation that is permanently striving for advancement and progress, relentlessly working to cope with the regional and international variables, and having an insight for the future, also represents a major challenge that needs the collective efforts of the whole nation.
