Investing in Human Resources

The UAE has invested heavily in the development of its human resources because it is the most valuable political, economic and social asset for the country. This was stated by Mother of the Nation Her Highness Sheikha Fatima bint Mubarak, Sheikha Fatima bint Mubarak Al Nahyan, Chairwoman of General Women’s Union, Supreme Chairperson of Family Development Foundation and Chairperson of the Supreme Council for Motherhood and Childhood at the recent opening of a regional experts’ conference on the welfare of children. Her Highness said that citizens were being accorded special attention by President His Highness Sheikh Khalifa bin Zayed Al Nahyan (May God protect him), as he holds a farsighted and firm conviction that citizens play a vital role in the process of sustainable development. This approach has enabled the UAE to achieve high ranking in various human development indices.

The Government gives top priority to human resources as it believes that the individual is the cornerstone of development. Therefore, the Stage of Empowerment launched by President His Highness Sheikh Khalifa bin Zayed Al Nahyan has set its main goal, “the provision of an innovation-driven environment to enable the individual to maximize contribution to various social, political and knowledge based aspects of society.” The Government has thus directed all its attention, resources, strategies and plans to achieve this goal by putting exceptional focus on education at all levels, enhancement in social services, housing and social care in order to raise the quality of life of citizens and help them contribute more effectively to the development process.

This attention on the part of the wise leadership and the government to empower the individual is manifest in the top ranking of the UAE in various human development indices. The United Nations Development Program’s (UNDP) Annual Human Development Survey for 2013 places the UAE among the top 47 nations in terms ofhuman development. Similarly, the people of the UAE rank the happiest in the Arab world and 14th globally according to the second UN Survey on People’s Happiness and Satisfaction this month. This indicates the successful UAE development policies under the leadership of President His Highness Sheikh Khalifa bin Zayed Al Nahyan who believes that citizens are the real wealth and capital of a nation.

The attention given to empowerment of citizens explains the high level of security and stability in the UAE at all levels. It also reflects the level of happiness and satisfaction among citizens, who understand that their leaders’ development policies are directed toward them, which enhances their sense of loyalty and motivation toward making greater contribution and toward enhancing the stature of the nation.
