Citizens’ Interests are the Top Priority

The UAE, under the wise leadership of the President, His Highness Sheikh Khalifa bin Zayed Al Nahyan (may God protect him), gives top priority to serving the interests of its citizens and providing them with full care across all areas. All development policies, plans and strategies in the country revolve around this objective. This was clearly expressed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, during his visit to the premises of Mohammed bin Rashid Housing Establishment recently.

His Highness stressed that all strategies, plans, and projects launched in the UAE give top priority to serving the citizens’ interests and towards ensuring their security and peace of mind. He highlighted the importance of making efforts and leveraging all available resources to meet the needs of the society and ensuring happiness of citizens, because happy people are better equipped to work hard and contribute towards the progress and prosperity of the society.

These statements sum up the philosophy of governance in the UAE, which revolves around citizens as all aspects of the development process aim to serve them better. This translates into investment in citizens, who are the real assets of this nation, through quality education, advanced healthcare, housing, social insurance and other services to improve their quality of life. One important indicator is the cost of projects undertaken pursuant to the President’s initiatives, from their launch almost five years ago, which has amounted to AED10.159 billion. This includes projects in housing, infrastructure, healthcare, and education sectors all over the country.

Serving citizens has always been the main goal of all development policies in the UAE as it lies at the heart of the empowerment philosophy started by President His Highness Sheikh Khalifa bin Zayed Al Nahyan. This philosophy is based on a vision which aims to “build the necessary environment to grant citizens the power to become more engaged in the course of the various social, political and intellectual aspects of life.” This is a reflection of the vision of our wise leadership and its conviction that investment in human capital is the way forward. International reports which measure citizens’ happiness, well-being and human development situation are proof of the success of these policies.

The UAE was ranked top among Arab and GCC countries in the World Happiness Report 2015, issued under the supervision of the United Nations. It was also ranked top among Arab countries in terms of developing and deploying human capital in the 2015 World Economic Forum report on the development of human capital around the world. All of this clearly demonstrates that the UAE has achieved highest levels of human development, with associated manifestations of progress and prosperity, not only among Arab or regional countries but also at the international level.
