Building Capabilities of the Nationals

The 2014-16 Strategy, developed by Federal Authority for Government Human Resources (FAHR), is of huge importance because it targets empowerment of the country’s workforce and development of a modern, fully-integrated legislative system for managing Federal Government resources in accordance with international standards and in implementation of the UAE Vision 2021. The Vision 2021 is designed to build the UAE’s human resources, unleash their potential and make them capable of furthering the country’s achievements.
The new strategy is aimed at attracting, recruiting and retaining efficient national workforce by the federal government and boosting their capabilities in accordance with the UAE’s Vision 2021. The objective is to create a knowledge-based economy run by efficient nationals through maximum participation of nationals. It also involves creating supervisory-level staff at the public and private sectors and recruiting and retaining the best performers.
Plans to upgrade human resources and empower efficient nationals reflect a forward-looking vision of the ongoing national development process under the wise leadership of President His Highness Sheikh Khalifa bin Zayed Al Nahyan (may God protect him), which considers the Emiratis as the backbone of development. There is, however, a need to enhance their skills continuously so that the process of development goes on. This is the core of FAHR’s new strategy for the next three years.
The national workforce has been the target of some unique initiatives launched in recent years. One such initiative has been the Sheikh Khalifa Government Excellence Program (SKGEP), which is aimed at developing and supporting human resources by applying international quality control and standards of excellence in the public sector. The Future Leaders Program (FLP) has been another program designed to create and nurture new generation of government supervisors to take up responsibilities, enhance government performance and increase output.
The UAE’s wise leadership firmly believes that the Emiratis are the country’s greatest asset and they count on this workforce to boost development. The leadership has made all the resources available to utilize this treasure and boost the UAE’s status regionally and globally. This is the philosophy of the Phase of Empowerment initiated by President His Highness Sheikh Khalifa bin Zayed Al Nahyan (may God protect him), which revolves around empowering the national workforce to make greater contributions to the country’s development plans.
