H.E. Hussain Al Qemzi is a graduate of Kuwait University. He started his professional career in the UAE banking sector working for the Middle East Bank, Citibank, HSBC and First Gulf Bank. He later served as the CEO of Sharjah Islamic Bank before founding Noor Bank, which he managed from 2007 to 2017.

H.E. Al Qemzi has made several contributions in the non-banking sector. He founded two insurance companies, Noor Takaful and Noor Takaful Family. He is credited with laying the groundwork for the Dubai International Financial Centre (DIFC) and was its first employee before serving many years as a member of the board. His efforts in the areas of planning, implementing administrative and legal structures, and marketing were instrumental in establishing the DIFC as a distinguished UAE landmark within the financial industry.

His Excellency held positions including Vice Chairman of Emaar Properties PJSC for 13 years, and Chairman of the Board of Directors of Awqaf and Minors Affairs Foundation in Dubai, contributing to the development of the endowment investment model and efficient management of funds and financial risks. Moreover, he was Chairman of the Board of Directors of the Emirates Institute for Banking and Financial Studies and acted as board member for both the Dubai Financial Market (DFM) and Dubai Islamic Economy Development Centre (DIEDC). He is currently serving as the Chairman of the Board of Directors of FIDUCIA Capital, and Chairman of the Mauritius-based Tree Cap Company.

H.E. Al Qemzi has participated in several economic missions, conferences, summits and events spanning Southeast Asia and Europe. He is an economic researcher and a speaker in the fields of economics and Islamic finance.
