The speaker explained that a spying eye in the sky
is not a new idea; however, the use of commercial
remote sensing data for enhancing national security,
monitoring international arms treaties and collecting
information as a confidence-building measure is new.
Commercial satellites have improved enormously and
many more countries have image processing capacities
so that data can be used widely. He proposed an
arrangement, similar to the Western European Union
Satellite Center, for the benefit of regional Middle East
security.
