Matthew Levitt highlighted the difference between terror
financing and the financing of proliferation programs
such as missile programs, WMD programs, and others.
However, he said, Iran represents a threat to the Non-
Proliferation Treaty (NPT) and also threatens to spark
further proliferation and spread of WMD. There are
also concerns about Iran’s activities in the Arabian Gulf
and Iraq. He said what is getting the attention of the
international community are the “deceptive” financial
practices that Iran is engaged in to support these
activities. According to him, the response to this threat
is growing, and there are new tools that allow the use of
all national power apparatus, which also, aside from the
exercise of military power, includes active diplomacy.
