The Media’s Role in the Security Apparatus of the Arab World

The progress of countries is measured by the level of security and stability felt by their citizens. Progress and development are not possible without security and stability, and the media has an essential role in this respect. Media Security is a new concept which appeared in the late 1980s, but has not yet been properly defined and investigated.

Despite having different perspectives, security and the media have the same ultimate goal of serving the interests of citizens. Media focuses on the right of people to access knowledge and information, and security services focus on maintaining public order and protecting citizens. Security is the demand of citizens, and to maintain it, a balanced and integrated relationship between media and the security services is required. The media’s role in highlighting dysfunctional areas helps states and societies avoid trouble and security situations. Therefore, interest in security issues should not be limited to official and private media; the role of Arab citizens should be activated by developing their security awareness and making it an integral part of the security system. This will enhance the citizen’s role in maintaining security and stability.

In general, it is difficult to say whether the role of the Arab media is integrated into the Arab security system. Sometimes, the Arab media reacts to certain security crises in the Arab world, which contradicts the integral role of media in the Arab security system. Therefore, we need to encourage media outlets which focus on security issues, and provide them with support in terms of qualified staff and training. There should be specialized professional security reporters, and more attention should be given to the continuous training and development of Arab security media specialists. Due to the sensitivity and seriousness of security issues, the media’s dealing with such issues should be governed by ethical and professional codes of conduct, and security media messages should be used objectively and constructively, without spreading fear and confusion among citizens.

The concept of security in society means cohesion of social segments and living in harmony with Islamic values and cultural and ethical standards without prejudicing public and personal freedoms of individuals and communities. These dimensions cannot be divorced from political, economic, social and educational aspects. As such, maintaining security is a collective responsibility which is not limited to the media, but encompasses all active players in society, including intellectual, political and religious elites, societal and civil society organizations, as well as the legislative, executive and judicial authorities.
